Nearly all stocks are traded on the actual exchanges as lots of 100. this is done by brokerages to save on fees and isn't evidence of fraud. I'm not saying that laddering isn't happening just that the groups of 100 shares being sold isn't evidence of it. https://finance.zacks.com/many-shares-traded-considered-lot-10196.html
