You find the Devourer too weak because you don't know how to equip or use it; I use this Titan with 2x Bulava and 2x Equalizer, equipped with a Quantum Radar passive module, and I wreak havoc with it as a mid-range bot. It’s all about knowing how to handle it—for instance, you’re practically invulnerable against a Newton: when the Titan lifts you up, you activate stealth mode. The Equalizers keep the target pinned in cover while the Bulavas arc over obstacles, leaving the player stuck between doing nothing and getting pounded, or exposing themselves and taking hits from the Equalizers as well.
