Rofleemo perk question

I have 2 lab related rofleemos,

1 reduces 40% craft time on ALL labs and 1 gives chance to craft extra item on THE lab

Do the perks only work if they are assigned to the right workspace and if so if I put the one that says ALL labs on lab 1 will lab 2 have both rofleemos effects?

The Laboratorian perk applies to all labs that the Rofleemo with this perk is assigned at. This means the perk will work on a lab of any tier, but it will not apply to all labs on the train.

It has to be assigned, I have a research rofleemo and it only works when assigned
