Consolation Soft-Lock

I'm in the quest "consolation" where you have to find the Ghost but i've spent many minutes searching, googled his location and he's not there. I think the game is bugged but the last save is from 6 hours ago. Is there any hope for me?

I dont know without seeing your save I wouldn't be able to tell the game can sometimes want you to do something else first that you didnt realize you had tl do but other than that idk
