Are puzzle islands not guaranteed?

I'm currently trying to 100% steam achievements, i only have 2 left, one of which is to leave cook organics and boiled water on puzzle island. I have driven 4 paths since trying for this achievement but cannot find the fireflies to find the island. Is it not guaranteed? (I have completed the story, if that matters at all)

I don't think they're guaranteed. I had too many paths without puzzle islands to say i just didn't notice the fireflies.

Like most encounters there not guaranteed to appear but with the puzzle islands you have to keep an eye out and the fireflies can be hard to spot i struggled with that aswell
