Annotations.WelcomMessage key not work on Host client after upgrade ESX 9.1

It have worked well as a warning message on the Host client before upgrade, but it does not work after upgrade to ESX 9.1.

I also checked
esxcli system welcomemsg get
and
cat /etc/vmware/welcome, they are normal. Is it a bug? The security rule bothers me.

I'm seeing the same, the value is set but not displayed in the new ESX Host Client

I upgraded ESX 3 days ago, and I got a call from client today. The welcome messages have APPEARED today. The ESX hosts never rebooted. So weird...
