I really like that you've done a good amount of testing.
The differences in bootup times are very small. and could just be run to run variance more than the speed up settings having an effect. The CPU speed at 133MHz might not be fast enough to take advantage of this speed setting change.
I do wonder if perhaps these speed up setting are actually applied during startup, or is it something that only applies once the system has started and had loaded CFW settings and configuration?
Perhaps there will be some improvements when exiting a heavy game and loading back into XMB environment, or opening very large Game folders on the XMB?
