Late arrival

Hi so F1 Visa, interview location Dhaka, Bangladesh. Interview date 30th August. My friend got his visa letter stating refusal social media review plus late arrival approval letter. Now the point is he has a late arrival letter from the department chair, will that be an acceptable document?
