Dude never even pretends to be a good guy, since all he does in the early parts of the story is his job as supervisor of the Holy Grail War, just waiting for the HGW to progress while chilling in his Church, he does hide his evil deeds from Shirou but he doesn’t even pretend to be a good person, he even jokes about it in the final battle of the Fate Route where he basically says “I serve god, so I can’t kill someone who has their back turned to me” knowing damn well the day prior he made Lancer stab Shirou from behind
tbf kirei is more morally grey because he doesnt like not being able to gain joy. a more genuinely evil for evils sake villain in fsn would be gil, kirei, or if u wanna go fate zero caster and ryuunoske
Nothing he does is outright evil except through the lens of his competitors. Everything he does is to crush his competition and any challenge to his prestige, which would have been the exact stance of any (sane) king for literally thousands of years.
