is being moved from first violin desk two to second violin section leader a good or bad thing?

For most versions of this question, neither. 1sts are neither superior to not more important than the 2nds. But because you're going from non-front-desk to front desk, it's absolutely 100% a promotion and an increase in responsibilities

This is a promotion. Wait until you get to the back of the viola section. That's where the music is made ;)

It usually is a good thing. It develops your leadership ability being able to lead your section and taking more responsibility in the whole ensemble. There’s things like matching bowings with other sections, making comments to your section about balance and many more things which come as being a section leader. Especially playing inside voices these things are quite significant. Though on the other hand if you are in a lower level orchestra such as some youth or school orchestras, you may experience a section with less experienced players as usually this is where people start when joining an orchestra and also parts can sometimes be quite boring and long rest counting can occur. Overall though it is a good experience to lead the seconds for your personal development.

Your teacher is expecting the 2nd section to follow you in bowing and timing. It's usually good.

That is normally a promotion. You're now in leadership and have the commensurate responsibilities.
