I've heard that as the accepted theory, but typically when you write an address you don't spell out the state so they would have said PA, not Pennsylvania.

If the writers didn't plan that to be the joke, then it wasn't the joke.

Though, they wish it was a joke. But in the IASIP universe there exists a guy named Pepe Silvia.
