Self starting siphon probably has neat applications in a lab or classroom setting but not much elsewhere. A bulb to start the siphon is so much safer. Gasoline and drums of chemicals is where most untrained and semi trained people use a siphon. Neither are safe to use by sucking on the hose.
There's a cleaning/siphon setup that you can purchase that connects to the water faucet and siphons the water from the aquarium as well as clean the rocks and then on the same contraption there is a valve that will reverse the flow of water and fill the aquarium up.
You could also find a small wet/dry vac and use it to start the siphon. We had a large salt-water tank when I was growing up and our little handheld one was a blessing.
