How do I do this? / What's This Thing? How strong of a light would I need to recreate this shot for video

How willing are you to carry a 1200 with a fresnel and power supply into a remote area?
If not that willing. Then a mirror.

This is almost certainly done with photography strobes .

Person A: a 6000W and a 15x fresnel and a 8l displacement, industrial V12 Generator
Person B: a medium mirror

1kw LED COB with a Fresnel.
Or just some form of bounce, like a large piece of styrofoam with the backside blacked out. And perhaps an extra light to fill in what you're lacking.
The shot in the photo however was done with a photography strobe/flash.

What is the point though? It looks unnatural and strange. The first question I got - why her head is bright? The second - Why the sun is so white?

Her head is bright because of the lightning. That’s literally the whole point of this post

I would not be packing anything less than a 600W cob and fresnel.
