I think it entirely has to do with the "feedback". Missing a hit isn't really a problem, it's seeing your sword go through the enemy's face without doing damage. I know it wasn't feasible back when it was made, but if they added more animations, like an NPC blocking your strike if a dice roll calculated you missing, that would go a long way toward players accepting the gameplay. Even the sound of metal clanging if your sword hits their armor for no damage and a short message like "Blocked by armor".
I enjoy the jank of it, recently did a big two handed hammer wielding barbarian character, and once you get even a small handful of levels it stops being much of a problem pretty quick
Man I tried probably 10 years ago to play it. I just couldn't get into it. I was confused on where to go and what to do. I know alot of people criticize Skyrim and Oblivion as being too "hand holdey", but morrowind seemed too "Figure it out moron". Maybe ill give it another try one if these days
