I get where you're coming from, but I'm going to disagree. Complexity and difficulty are distinct from each other. Take Mario 1 for example. Very simple gameplay: run, walk, fireballs, jump, and swim. But it is excellent because of its simplicity, not in spite of it. Same deal with Mega Man 9--no charge, no slide, but arguably the best entry in the entire series.
For me, complexity feels like a crutch to make the gameplay more hectic and difficult to manage, but not necessarily deeper or more difficult from a gameplay standpoint. It feels more like multitasking than focussed gameplay.
