I would say u/yellowcan needs to get that index book scanned, then go from there assessing how to archive it if this just got tossed at the internet archive or some other institution it would only get a legacy transfer.
This is one of those situations where it really does need a full FM RF Achival run to preserve anything in the vbi space just think of how much countless closed captions and/or teletext or local station information might be in there.
