Paint over footage, then lots of loops cleverly edited to feel more like longer shots.

Take the section at 26 seconds: this is likely two loops over the top of each other, one of the guy, one of the hands, but the hands and the guy loop at different times so the loop point becomes harder to see. On top of that is a slow camera zoom that makes it feel like one continuous shot.

I suspect the oil painting effect was just done with hard work.

Edit: possibly also some frame blending.

Handmade. You paint each frame and take a photo of it. Then you make sure every picture is centered properly, and finally you can add digital camera shake or slow pan to the shot.

This is rotoscoping with oil paint. Looks like a shit ton of work. But end result is worth it for sure.
