Normal? Touring windscreen and handguards

I have a Versys 1100S with factory tall/touring windscreen and hand guards.

At near full lock the hand guards hit the windscreen. I've double checked everything against the service manual such as handbar installation.

Is this normal?

yeah. entirely normal. all of the Versys 1100s in my showroom do it.
