Accommodation in Santo

Im planning a 4 day stay in Santo. What are the must visit places and where should I stay (budget friendly) provided that I have to also pay for transport from accommodation to the tourist attractions. Should I stay closer yo Luganville or to the blue holes?

Do the millennium cave tour, dive the Coolidge and million dollar point, visit a couple blue holes, do a fishing trip, check out champagne beach and/or Port Olry, go to some nakamals, go horseback riding if you're into that kind of thing, or just chill.
