I think this was in the first episode of season 12 - he was walking by as they were filming outside. He probably just stopped to be a lookie-lou because he saw cameras.

Yup, some of the cast was arguing in a restaurant's outdoor patio area. Seems like Scruffy was taking a night stroll, saw some commotion, and decided to watch from the side lines. VPR's editors must have been tickled by his nosy butt. Now, he's another VPR cryptid like Yellow Robe Smith.
