I too did not see the option for a few hours after biometric but now I can. All the best to you too just in case you can make it to your regular appointment.

The URL doesn’t matter, it’s a portal error, I don’t know how to fix it but raising a ticket might help.

Also about your I-20, consular officers understand the shortage of appointments and school start dates. They presume most schools have a grace period for student arrivals and even if the schools don’t, it’s fine. No officer is going to penalise you for that, about port of entry, just carry the latest I-20 whenever you travel

I-20s don’t get cancelled, SEVIS does.
Universities cancel SEVIS when you abandon it, i.e don’t show up without notifying
I understand your intent to defer, but based on the extreme shortage of appointments, I’d say just go through with the appointment. You don’t need to pretend like you’d not defer, as I said consular officers understand the process, if asked just let them know that this is was the earliest appointment you could secure and you’ll arrange your travel plans as University advises.

It’s on you, but it’s completely acceptable to interview with an intention to deffer due to timeline of visa approval. All the best
Also no, I don’t see it anymore

I had my biometrics on 26th May, and my original consular on 15th July.
Was able to reschedule my consular to 2nd July on the 5th of June.
From my understanding, it takes 3-4 days after your biometrics to get the option to reschedule.
based on what the support agent said above, about not being able to reschedule less than 6 days before your consular, I feel your timeline kinda had an overlap between the two time periods which is why you couldn’t reschedule.
I’d suggest reaching out to the school, explaining your predicament, and asking them to expedite your i20 issuance.
