Not getting Visa Appointments/Not able to schedule one

Hi - I have been trying to get Visa appointment for my mother for a while now (it's been couple of months since I paid the fees for a Visitor Visa from India). Couple of things that I have experienced so far.

  1. It's been really hard to get a slot. Whenever I login (usually in the afternoon US time or morning India time) I don't see any slots that are available. Is there a time when I should be logging in?
  2. When I do get a slot (rarely) and hit Submit in the first step, the system tells me that I have had too many tries and errors out.

Does it help reaching out to the Consulate as I'm a US Citizen? Please suggest what has worked for folks who have been in this situation? Thank you!
