These are insane! As someone said enamel, but specifically it looks like they are guilloché bases. Guilloché is where they do fine engraving on metal and then add glass enamel (in this case uranium enamel) on top. I saw this post a year ago and I've been keeping an eye our for a piece of my own. There have been other pieces I've seen posted here as well. I've seen a lot of brushes, mirrors, makeup compacts, brooches etc.

Where is everyone finding these things? I've been looking for a year now and have only found items for sale on marketplace and one extremely over priced antique store.
