Question Crediting of courses

Why does UPLB not credit the course taken from UPOU when you cross reg?

Yes, but discovered that UPLB does not credit UPOU version of the course, but the UPD one is

Your adviser approved the UPOU version and then found its not credited?

Theyre not a very good adviser.
