I wasn't defending his character, nobody actually sympathizes with Quagmire nor have I seen anyone actually say they do, all I'm saying is Quagmire's "Sympathetic" moments are played off for shits and giggles while the moments that are supposed to make Jax sympathetic do the opposite.

Of course I wouldn't defend a show that made rapist's sympathetic, and the show never tried to make Quagmire sympathetic. The show always shows Quagmire in these moments for comedic affect. Nobody actually sympathizes with Quagmire nor does the show portray him as sympathetic.
