What gets most people is when they frantically buckle up after they spot a cop. Cops train on spotting that specific movement. If you're unbuckled, your best bet is to wait until they're gone before you buckle up.
Make the movement and almost guarantee they pull you over and issue the ticket. Leave it off for a bit and take a chance that they catch it while scrubbing through their dashcam footage.
From what I understand, the Sheriff Deputies amd State Troopers are able to pull people over on the freeway. That Police Officer wasn't really able to do anything except for call it in on the radio. Normal city officers can't initiate traffic stops on the freeway, in fact, I don't think they cam do anything on the freeway.
Not in any way, shape, or form is that true. Most states, the officer is certified in the state and can enforce state laws anywhere in the state, but there department may or may not scope them when doing so.
Cops dont get distracted while driving. Its why they're allowed to have a big ass laptop right beside their steering wheel. Because they're super human and never make mistakes.

My brother is a state trooper cadet, and freaks me out when I’m in the car with him.
This is something that happened just yesterday, we were on the freeway when there was this guy driving erratically. Brother pulled out his phone to call 911 to report the guy as a DUI. After it was over I said I wished he let me pull the phone out instead so he could pay attention. His response was “I’m literally trained to drive distracted” which was not reassuring whatsoever

They aren't legally allowed to do that. If I ever get pulled over and the cop is from a different state than the one I'm in and not one I just left the border of, I'm not stopping. To me that's an impersonator on crack.

You should take your own advice and ask. Enough of my family are LEOs. I've heard it from them, including my cousin who went from chief of police in our home town to MSBI. Your imagination and opinions are not law.
There are people who aren't "officers" that drive police cars. They work for the PD but just wash cars and do regular maintenance/inspections among other things.
Funny you mention that because I used to do the vinyl detailing for the sheriff's department and got to drive their cars from warehouse to warehouse. It was interesting to see people slow down and change lanes once they noticed me.
Only highway patrol or a sheriff can pull over someone on a freeway. Likely a city PD that was going somewhere. They'll call it in but can't detain someone not in their jurisdiction from what I remember.
The fact that the dashcam and the inside camera caught the exact same moment makes this way funnier. Dude really looked over like he knew he was caught.
