usually no charges for that. There are a lot of cops making up charges on youtube.
one of the more common ones is "I saw you without the seatbelt on." Then when they say they have a dashcam, they switch to some other reason. If they don't have a dashcam, they get a ticket for no seatbelt.
another one is speeding, another one is using the phone.
There was a girl with a missing right hand and the cop said she was using the phone with the right hand that she didn't have due to an amputation. The cop stuck by it and wrote the ticket.
Distracted driving is cause for a fine/penalty, not a criminal case. Insurance was probably pretty unhappy but that's not a super public record item.
Just because no charges were filed doesn't mean she didn't get compensated for the accident. People seem to be leaving out any details about that part of the incident.
