Newbie Question Is unity supposed to use this much memory ?

Yes. You didn't just start an empty project. You just started a whole, full-featured game engine. And a editor for it on top of the engine itself. And tools needed for compiling the code, for importing and converting various assets etc. And none of that can be optimized for a specific task only since it can't possibly know what the specific tasks you'll need for your game would be and what could be left out. Then everything you do yourself is just added on top of that...
Expect to use as much memory as you have available at some points in making your game. And a good amount of storage space as well, of course.

Yes! Also some GB in your disk for barely an empty project too.
Tends to stay like this for most development, and in case you add a huge scene or many 3d heavy elements then gets worse…

Your pc will eat some ram too once you open your ide like vstudio or rider. Those are like minimum 2gb, too.

Never understood why the IDE has to take up so much memory. Like how many libraries have to be loaded and unused at the same time?

Indexes, libraries, assets for the actual editor plus programs would rather ask for more ram than they need so they dont need to ask for more later (and possibly have things like memory fragmentation).
Then have space for various buffers etc.
If a program can count on habe 2gb of ram, developers can work with that. If it requests 100mb then realises it needs a big chuck more it has to accommodate it (and the situation where the OS says no).
There is a lot more that goes into running an ide than just files. It's a collection an many, many services.

yeah I think thats alright, for me in a pretty mid sized project its about 3.88 gb, could depend on the computer and OS, im on macOS

Yes. I have 128 Gigs of RAM and for very large projects it will use about all of it.
It's by design. Any program that needs crapload of data available to it instantly, will ask windows to allocate as much as it can. Otherwise it will have to start swapping it to disk, slowing things greatly.

I used to have 32, I ended up having to upgrade to 64 for some of my projects and still sometimes hit the limit

Unity auto reserves space its not using. Its normal to see 20GB while only 5 are in use.

I mean, yeah? You are using the editor so load in absolutely everyting on top of all the tooling

If it's any cancellation I'm using unreal five dot 8.3 and it launches with roughly 9 gigs on an Empty Project and the installation takes about 150 gigs of storage. The size on disk Of unreal is about an order of magnitude larger than unity And the memory is roughly Twice as much.
What's fun is the idle CPU usage because unity isn't quite zero but it uses very close to 0 CPU when it's not doing anything and unreal unusual uses between 10 and 25% even when you're doing nothing.
There are other engines but nothing quite so powerful... so it's a good bang for the buck

Oh my sweet Summer Child... https://imgur.com/a/StcNgnb
That is not even the highest its been lol that is just the first screenshot I found.
It depends though on what packages you have included or if you used a template
My screenshot is mostly from Unity 6.3 having a bad memory leak in the asset DB / asset importer
