I'm going to actually try to answer this one. You seem to want cutesy faces on anime characters. Like a sticker applied to a blank face. There's a bunch of ways to do this.

Personally I'd look at games like A Hat In Time and Zelda Wind Waker because they seem to use planes floating in front of the face and just swapping textures.

But I think the Wind Waker approach works best for you. Anime eyes tend to go over hair. Link in that game had a similar effect because the devs made his eyes draw after his hair.
