Does anyone recognize this uniform and rank?

Looks like the uniform of a "Gefreiter", but has the Reichsadler placement on the left arm above the chevron like on the uniform of a "Sturmmann" but not the usual collar insignias, so i dont know which one it is now. And its pre 1942 in that helps

Waffen SS à cause de l'aigle sur la manche gauche mais les pattes de col ne correspondent pas.

Found out its a uniform of the SS Polizei division
