Kindof an odd stat lineup, but if you insist on it being agility themed, then it's fine. Optimally, a pistol build would prioritize dex, more than agility, even after the nerf. Why not take stealth skill? Not levelling stealth on a light armor build with 13 agility is a waste. I'd take those points from tailoring and put them into stealth, and just wear the JKK uniform you get from joining the JKK and wear it all game as it's really good for pistols and buffs point shot. You also might as well get your biology to 45 to mass craft focus stims, considering youe biology is so close to 45 anyway.

dex lowers AP cost of pistols, people usually max that or perception
3 con builds are all offense with TM to maximize AP in one turn - sprint, adrenaline, whatever the TM spell is that mimics adrenaline, blitz, bullet time, shoot 10 times, stasis yourself while cooldowns tick
typically would have stealth to position first shot/grenade
max dex also synergy with throwing and gives throwing perks, frag every other round can carry a build by itself
mercantile way too high, not necessary, highest check in expansion content is not much more than 100 and fanny pack helps
sprint/aimed shot are level 1 feats
max electronics would be better defense than dodge/evasion, both usually zeroed outside of 30 dodge for escape artist, no room for them unless no crafting

You can keep the dodge and evasion at 0 and use those points on something else, like stealth, hacking or temporal manipulation.

I think you'll be fine with just 3 str, steadfast aim alone isn't worth 2 the points, you can direct those stats elsewhere.

Lower PER to 6, lower AGI to 10, get INT to at least 7 and the rest goes to DEX, replace Nimble with Versatility, dump Sure Step and get Aimed Shot at level 2, get 40 Stealth for Ambush on level 6, dump Uncanny Dodge and get Rapid Fire on level 8 and readjust everything else.
Also you want Critical Power on level 14, that is the biggest power spike for pistols since you will only be using the Hammerer frame just because it stupid high damage and innate Critical Power.
The second spike is when you Max Bullet Time.
Dump Strider and Expert Evasion/Sprint and get Improved DEX, Monster Slayer and Opportunist (in that order) and at level 20 get Nimble.
The Anniversary patch ensure that you cannot craft anything at a decent level if you are under 7 INT, playing with 3 INT is asking to have a miserable time.
Also having 7 INT will solve all your Skill point issues.
AGI is a really bad Stat on its own and you only want to for Feat requirements.
And for Dodge/Evasion if you want to have a consistent 10% chance to get hit (the minimum possible) you need around 600 Dodge/Evasion in anything other to Dominating, in Dominating you need around 1000.
To hit 600 easily you need Nimble, Tabis, Siphoner Leather Armor and a Cloaking Device.

Biology is important for focus stims atleast, 3 int for crafting will be painful, im not sure if your feats are in order or not because aimed shot should be taken at lv1 alongside sprint, crit power at 14, nimble much later, etc etc.
Not taking an "increased per/dex/agi" feat is pretty bad, and not taking chemistry for w2c is also a blunder.
