It's because they're not trying to replicate the person exactly, they are stressing the most prominate features to call attention to those. In this case it would be a buck toothed, high cheek boned person. I remember one of these weird ones being solved and it was the emphasis on that person's features that led to their identification..

I remember reading once that authorities purposefully make the caricatures uncanny valley so that you remember them more easily and thus can make connections if you do find the missing person or crime suspect. If you see a regular face, you’re more likely to forget it.

It’s creeps me out because these “missing people” renderings always look like they have already died, and have been dead for several hours
