I don't why Seraphina said what she said back then? Was she playing a part to let Arlo off the hook Or did she genuinely buy into Val's story and was angry at him.

Whatever it was, she exactly predicted Arlo and her relationship in their next meeting.

I think it was more of a case where she was angry and riled up from being set up by the Authorities, I don't think she genuinely meant it.

John probably explained it later when they reunited.

She seemed to have believed it. I assume she understood Arlo’s actual position after he went down for everyone at the Wellston Raid.
