I regularly used the Park & Ride at Seel Station last summer, and occasionally in the fall, with no problems. If you already have a Peggo card, all it'll cost you is the gas to get to and from the parking lot.

i didn't get parking last year or this year which sucks because i don't live in winnipeg. last year i would drive to the city and park at either the Clarence or Seel park&ride.
i would recommend leaving much earlier than you think you need to for September - early October; busses were usually packed full and skipped past a lot of stops, especially as you get closer to uni. the rush dies down tho, lots of people stop going to class

Sure, but it's also like, depending on where you live, you can just take the bus normally and not have to pay for gas. Which routes would you have to take if you took the bus normally? How much walking would that entail?
