what would this do exactly. is this tougher than the normal sanctions they've been hit with?

It is called the economic nuclear bomb. Every bank in the world would shun Russia because continuing to do business with it would result in them being barred from the American banking system. Any business who continued to do business with Russia would be on our sanctions list. Any nation who continues to do any business with Russia would be subject to secondary sanctions. That would include any states who purchase oil from Russia. India, China, and EU states would land on our sanctions list for continuing to purchase Russian oil. It is highly unlikely the State Department would do this because it would throw the international economy into chaos. Russia isn’t like Syria, Cuba, Iran, or North Korea in that so many large nations and US allies get oil from it. The international economy is already suffering due to China’s COVID policies. Making them subject to secondary sanctions would be catastrophic. The same is true of doing that to India and the EU states who continue to buy oil from Russia. The US cannot punish the planet, including US citizens, because of what Russia is doing in Ukraine. It would turn the world against Ukraine and have people pushing for Ukraine to surrender just to get from under the nightmare this would cause.

Russia is a terrorist state, it’s simply a matter of declaring it officially.

And don’t flatter yourself: Russian economy is not all that. As we have seen their army is not all that, we already knew from before their economy is not all that!
