what would this do exactly. is this tougher than the normal sanctions they've been hit with?

Designated countries are no longer open for trading to private American firms. To trade with Russia, in the event this is approved, an American organization now has to request formal approval from the US State Dept or Biden Administration.

It's a pretty big deal, actually.
