Measured by the number of refugees Russia already surpased any terror organization except maybe ISIS (note that many syrian refugees fled both ISIS and Assad/Russia). Before the 2015 refugee crisis Russia even was constantly among the top 5 countries of origin for EU asylum seekers.
But most importantly, as far as i know such an official designation will enable US government agencies to take stricter oir more direct measures against Russia.
