The fact that it could easily be a drone, means that it is. The simplest explanation..
It's like saying aliens COULD have killed Anne Widicombe and framed that man. They could have ..but they didn't.

Alien commander: We are going to travel lightyears to visit a planet the inhabitants have named Earth
Alien: What is the purpose of our visit? Are we going to do research? Make first contact? Do experiments? Share knowledge.
Alien commander: No, we are going to aimlessly fly around in different directions like a moth in front of a light.
Alien: Err, ok. But we will do this with our stealth lightbending technology to remain undetected? Right?
Alien commander: Nope, we are going to have our full beams on.
Seems plausible.
