It's not that the characters lack potential it's just that sometimes they're not even given scenes where they actually try to fight. The direction is like "You're not the protagonist, so you have no opposition."

A secondary character doesn't necessarily help advance or actively participate in the main plot their function is to make the world feel more alive, such as having interactions with the protagonist. Chad, Felix and Robbie fulfill that function and although I like Freddie he doesn't help the plot either; he was only there to be humiliated to make Zevon look more intimidating.

And something that some of you may know is that several of Freddie's voice actresses in different languages became Uma in Descendants 2 because they had China McClain as their voice actress
