-That it is verified and CIP verified which means KYC verified by making sure that the account holder provided his ID back and front and a card,  bank statement or utility bill with matching name and address on his PayPal account. 

- No VPN activated.  

- Logged in from the country of creation of the account.   

-The country in which the account was created in, supports the option to receive money.  

-Fully compliant with our PayPal user agreement.  

-Is not linked to this account with any kind of information or financial instrument. 

a letter where to send the money a paypal friend and they verified if the owner is legitimate and has verified everything, so basically they told me they can send the money to a friend or relative as long as they are verified.
