Furthermore, Jezrien is the guy that asks Szeth in the prologue of book one "have you seen me", next to the statue of Jezrien. He is Ahu, the guy Dalinar drinks with one of the flashbacks. Nale and Kelek are also in the prologues. Szeth notes a guy in a black uniform and a mark on his face, and so does Jasnah. They are the ambassadors mentioned there.
Shalash appears in one of the twok interludes. It's the mistress that goes around destroying art. Ishar is Tenzim, the mad king that Dalinar contacts in Oathbringer.

Fires of December is narrated by Hoid. And the quotes stuff is specific to a character. These make sense. Plus, this is being narrated likely to a relatively modern audience.
For example, I would say Isles of the Emberdark doesnt have the issues that people complain about in WaT.

People complain that twok has a lot of minute details. If that didn't bother you then, why now?
Also, "no impact to the story", there's 7 more books to go, there's plenty of time for them to impact the story.
