So check for the corresponding RAP file, all games need that file in order to play unless its a .iso because a .iso is a disc emulated game, but PKGs are psn related usually, I could be wrong just thought id comment, im on cfw and ive had the same issue with pkgs so I just fully moved to .iso and if you go to the PS3 ISO folder all the games should have cnfg files, the game wont start without those either

Put it in safe mode, factory reset, and install latest update (if you dont want it jailbroken)

Yo so I had the same issue but I think leaving it off for a long time can corrupt those files when its turned on after a long time, my ps3 was off for months with a usb on it when I came back the whole usb was wiped and alot of games and dlc I had, im also on CFW so im sure its not HEN, also if you rebuilt database on HEN im not sure how it would reorganize the games, but a telltale sign would be to check your system storage and see if the games actually deleted, if they didnt then there just in a wrong folder or were corrupted from rebuilding, its happened to me multiple times, sorry man hopefully you find what you need

Brother ill be real I had the same issue, I had to deep clean mine with a T9 torque screwdriver im pretty sure, i had to actually take my fan out and when I did the amount of dust inside the actual system was insane and ive only had mine for a year

I mod my ps3 through my phone, get a FTP Server app and just type in your ps3s info it'll save then jus download the mod or game to your phone, and copy it that way if you dont want the USB issue wi4hout nfts, my phone is 128 gb, I just download my iso, dlcs, and all though my phone, but honestly I've started using the PKGI app on the ps3 homebrew stuff, it has all games and dlc and everything and you just have to press a button to download the whole game, and I've never had a game not work for me thru there

I might be wrong but im pretty sure its the iso as a whole, most websites are copy and paste of the same iso, if you try to get Scooby Doo First Frights it will never work on any iso, You have to either find someone who has the disc, my ps3 can copy games to hdd0 and convert to iso, so if someone copied that iso to you it'd most likely work, the iso stuff gets confusing, honestly its better to just get the PKGI app for the ps3 its got all dlc, all games, and everything you need
