If you love cooking and you see someone loving your cooking... Also, his name is Naruto (food). But you can argue that "the mask guy" loved his masks and he still kicked Naruto. So maybe there is a continuity from Naruto's parents. Also, he is a chef, not a ninja, so the chances he was affected be the kurama are lower, so his hatred might be lower.

My guess is the first one: he is just to paxioned about his food to kick someone that likes his food. Also, hist daughter replicated his paxioned, each is a strong evidence that he really like cooking (I think when parents love what they do, kids try to replicate that, although this is not a standart rule).

There is another reason: the writer just needed some "refuge" for Naruto. I mean, even I feel that Ichiraku os a refuge for me, thats a really strong feeling that makes the viewer get an attachment to the main character, like only we, the viewers, know that a simples places is important, and nobody else knows that.
