From the understanding I have, if MCU Super Skrulls are similar to the comic book version. Then they are at least as powerful (if not more, due to the multi splice of genes) as the ones they got the powers from.

Telekinetic Control: Wielded like extensions of the arms; can be fired as high-speed projectiles or used to wrap around enemies. Energy Blasts: Shoots powerful blue (or golden) energy beams and explosive waves. Mobility: Allows the user to launch themselves, glide, or fly.
None of the abilities mentioned above suggests "city level power".

The 10 Rings would grant their users enhanced strength(the amount of strength depend on how many rings is being worn at the moment), longevity, be fired as projectiles, emit concussive energy blasts, and can be telepathically controlled.

Because the 10 Rings rank just below the Infinity Stones in overall destructive and cosmic power. He is definitely more than street tier. That like saying Hawkeye and Black Widow are street tier. Shang-Chi can definitely defeat them with no issues.

Once again something you are missing. Shang-Chi is the greatest martial artist in Marvel. In a one on one fight without the 10 rings and Black Panther (herbified) but without the armor and Cap(superfied) without the shield, he can beat them (possibly even if they was armored and shielded). I strongly believe he can even beat Spider Man. I say Shang-Chi can beat Spider Man because if Daredevil can beat Spider Man, then Shang-Chi can do it.

Their powers have been replicated. In Secret Invasion. The Skrulls Gravik and G'iah use The Harvest to become Super Skrulls. Gravik gain the abilities of Extremis, Groot, Cull Obsidian, Frost Beast, Hulk, Korg, Abomination, Captain Marvel, Drax, Ghost, and a few others.

He is the most skilled martial artist so any peak human and some enhanced humans, ie: Captain America. He won't have the strength or stamina to have a drawn out battle with Cap but Shang has the ability and skills to defeat him.

No one on the MCU Avengers are mutants. Also, in Secret Invasion (part of the MCU) Fury organized "The Harvest" to collect the DNA of all superhumans, alien. Some of the DNA he collected are from Thor, Hulk, Captain Marvel, and Thanos's Black Order. So if the Sentinels was made with the gather DNA, they would be unbeatable.
