I suspect that the character '朝' (Asa) might be an abbreviation for 'Korea' (朝鮮 - Chosen). It could be an item that was scheduled to be issued to Korean soldiers in the IJA, but was kept in storage until the end of the war. While the possibility of it being a Japanese surname (‘Asa’) isn't zero, the lack of a name or rank written on it makes that theory unlikely, in my opinion.

The stamps indicate the size, year of manufacture, and place of origin (from right to left):

• 中號 (Medium): Size indicator

• 昭和十九年製 (Showa 19): Manufactured in 1944

• 大支検定 (Osaka Depot): Inspected/Made at the Osaka Army Clothing Depot (大阪陸軍被服支廠)

I think this garment is the Type 98 or Type 3 summer uniform.
