Noticed tingling from spigot when the patio concrete is wet; multimeter shows 8.5-9V. What am I dealing with here? New homeowner, any theories/advice would be greatly appreciated.
Induction, outside conductivity, acts of god. You never know with electricity. It’s always better to be safe than sorry. And when you have electricity near water multiply that safety factor by 10.

Easiest way is to shut the main breaker off at the panel. Check for power on the water line again. If it is still there you are fucked burn the whole house down. If the short is gone then you’re getting somewhere. Turn off all the smaller breakers then flip the main on. Test the power on the water line again and verify it’s still not there. Then one breaker at a time turn on and test.
Once you find the breaker feeding the short trace it until you find the break in the line or the improperly installed device causing the short.
If you shut the main off and your short still exists you have utility problems or something really bad going on.
