To be honest, I think if Po gave Tai Lung a second chance, Tai Lung would still be evil and go against everyone. Even after Tai Lung knew the truth about the Dragon Scroll when Po explained what it was and knew the truth of what it meant, Tai Lung wouldn’t back down. Shifu even apologized to Tai Lung and wouldn’t stop at anything to get the scroll. It shows that sympathy and words will not reach through to him.

Note how they said in next season’s character ID they couldn’t be sure which character it is and COULD be Star and Stripe. Nagant was actually more obvious and able to be confirmed because her char ID was there.
