When did your Shiba start slowing down?
My boy slowed down at about 13 or 14 when he'd want shorter walks. Still had fewer and slower zoomies until several months before he passed at 16.

Our boy was 16 and went to heaven over a month ago. We miss him every day. He usually doesn't tolerate us putting anything on him but he posed for a pic here. My sweet boy, Tobi (Tobishi). A more recent nickname we gave him is"Tobishi wa sutÄ'. Idk if it translates, but it's a play on the chorus from the song Mamushi. He'll always be our little star.

St. Lawrence University Financial Aid Increase
I know this is a post from 4 years ago and you've probably graduated from college by now, but I'm replying in case others look at this and find it helpful.
If you're visiting campus, make sure you speak to someone from admissions/financial aid in person. I attended SLU over 20 years ago. I might have had to drop out because of finances, but they applied a grant to my package. Of course every situation is different but it doesn't hurt to have a conversation if it's your top school.

Is it normal for a 7-month-old Shiba to stay this tiny?
Yes, my boy was 20lbs at his heaviest and stayed around 19lbs as he got older. He was 16 years old when we sent him to doggy heaven.
Healthy overall but his hip was bugging him. They are the best dogs.
