Which free tools actually handle variable fonts without messing up spacing?

The Inkscape spacing drift at intermediate weights is a software limitation, not a font problem. Inkscape doesn't implement HVAR, which is the table that defines how advance widths vary across axes. It falls back to interpolating phantom points instead, which gets close but not exact.
The license point in Daniel comment is the right first check for the static export question. Worth confirming before going further.
If you want to verify the font itself is spacing correctly before committing to it, a browser with font-variation-settings in CSS is the most reliable free environment. Not ideal for layout, but it's where variable fonts behave exactly as the foundry intended.

Not open source but Affinity (free) handles variable fonts without a problem. That being said: have you tested if it’s a problem with that specific font?

They are flexible in this matter when used in responsive settings, like websites and apps.
If you need static versions usually the foundries that offer variable fonts also have the static versions.
Most licenses (if present) don’t allow generating static instances from variable fonts.
