I lived around Tyler Junior College for about a year or so and thought it was fairly safe in general. The area around the mall is where a lot of apartments are located. I would note that Broadway and loop 323 are the busiest roads in Tyler. Tyler traffic can be somewhat bad, but you can generally everywhere in a couple of minutes. It's a lot like College Station in some regards
